Project Details

Tempe Municipal Operations Center (TMOC) is a two-phase, 22-acre campus that consolidates and modernizes the City of Tempe’s municipal operations. The 119,847 SF, five-building development houses Street and Transportation, Park Maintenance, Fleet, Solid Waste, IT and support functions, with offices, storage, shops and wash racks. By consolidating three dispersed, aging yards into one high-performance campus, TMOC improves operational efficiency and service reliability while transforming a former open dump site into essential public service facilities. The vacated sites present opportunities for mixed-use and multi-residential redevelopment aligned with the City’s 2050 General Plan, supporting economic, social and environmental benefits for the community.

TMOC was one of three City of Tempe pilot projects testing the IGCC and, as the largest and most complex, served as a robust case study that helped inform City Council’s adoption of the IGCC for future facilities. Energy modeling guided key design decisions and verified performance toward IGCC goals. IGCC and LEED strategies were integrated throughout the project, including material selection, indoor environmental quality, roofing reflectance and low-emitting product standards. While the City did not pursue formal LEED certification, the project is designed to meet at least LEED Certified level requirements.
