Phil has 36 years of experience in the planning, development and construction management of public and health care facilities. With his expertise in the areas of medical science, aviation and education, Phil has conducted facility evaluations complete with code and functional compliance studies. As an Owner’s Representative for many large, complex projects, he always has the Client’s best interest in mind, ensuring the building is constructed to the highest standards.

Phil’s work while with DWL has been on a diverse range of project types, including housing and educational facilities at Arizona State University and Midwestern University, hospitals and medical clinics, in addition to a variety of federal, municipal and tribal government projects. He also has extensive experience as a Project Manager for Construction Administration, overseeing such recent projects as the Polly Rosenbaum State Archives & History Building and the West Terminal Expansion at Phoenix-Mesa Gateway Airport.
